How to find the FBAR maximum account value, step by step
The FBAR asks for each foreign account's maximum value during the calendar year, in US dollars. FinCEN's method has two steps: find the greatest balance in the account's own currency, then convert it at the Treasury rate for December 31 and round up to the next whole dollar. Here is each step, with a worked example from the site's sample statements (2025).

Step 1: the greatest balance, in the account's currency
In practice: export the year's transactions with a running balance (most banks and Wise offer CSV), and look for the highest balance after any line. Include the balance you held on January 1: if it was the highest, it is the maximum. Value each account separately, even at the same bank.
Step 2: convert at the December 31 Treasury rate
Convert the maximum account value of each account into US dollars at the Treasury's rate for the last day of the calendar year. The Treasury rate is foreign units per dollar, so dollars = balance / rate. It is the rate for December 31, not the rate on the day of the peak. If no Treasury rate is available, use another verifiable exchange rate and provide the source of that rate.
Step 3: round up, then add the accounts
Record all amounts as U.S. Dollar amounts rounded up to the next whole dollar. The amount $15,265.25 would be recorded as $15,266. If the value results in a negative (minus) value, enter zero (0) in item 15, Maximum account value. Add the rounded values of all accounts: an FBAR is due when the total is over $10,000.

Frequently asked questions
- How is the FBAR maximum account value calculated?
- The maximum value of an account is a reasonable approximation of the greatest value of currency or nonmonetary assets in the account during the calendar year. Periodic account statements may be relied on if they fairly reflect the maximum account value. Each account is valued separately. Convert the maximum account value of each account into US dollars at the Treasury's rate for the last day of the calendar year.
- Do I round up or down?
- Record all amounts as U.S. Dollar amounts rounded up to the next whole dollar. The amount $15,265.25 would be recorded as $15,266.
- What if the account was overdrawn all year?
- If the value results in a negative (minus) value, enter zero (0) in item 15, Maximum account value.
- What if I cannot find the maximum value?
- Filers with fewer than 25 accounts who cannot determine whether the aggregate maximum values exceeded $10,000 complete the account section for each account and check the "amount unknown" box, item 15a.
- Can I use monthly statements instead of every transaction?
- FinCEN allows periodic statements if they fairly reflect the maximum value during the year. A balance that spiked mid-month would not show on a month-end statement, so a transaction export with a running balance is the safer source.
